Education: Neil majored in Biology at Cal Poly San Luis Obispo, graduating cum laude in June 1968.  He then attended the graduate program in Botany at UC Santa Barbara from January 1969 to June 1971, earning a Master of Science degree in Botany.  In 1978, Neil went back to school, seeking a Doctorate in the interdisciplinary Wildland Resource Science program at UC Berkeley.  He earned his doctorate in that field in June 1984. 
Expertise/Experience:  Neil has worked in natural resources all his professional life.  He held a variety of positions with the East Bay Regional Park District in Oakland for fifteen years, involved in land use planning, environmental impact analysis and mitigation, natural resource management, property management, and land acquisition.  In 1987 he became the first Executive Director for a non-profit land trust headquartered in Fairfield, California.  In that capacity he guided the organization through several major open space and farm conservation transactions, establishing and overseeing the management of several permanent open space areas, and making the organization a major player in conservation planning within Solano County.
Since February 1996 Neil has been the Natural Resources Manager for the City of San Luis Obispo. In that position he has been involved in land acquisition, stewardship of City-owned open space lands, environmental review and project mitigation, and environmental education.  He is involved with a number of conservation organizations, most notably the California Native Plant Society, Sierra Club, Audubon Society, and the California Oak Foundation, where he served as President from 1994 through 1997.  He is currently Chair of the Carrizo Plain National Monument Advisory Committee.  In both his professional life and volunteer pursuits Neil has been a strong spokesperson for protection and conservation of natural habitats, and use of sound resource management principles in both resource management programs and development activities. 
Neil and his wife Ann live in San Luis Obispo, and have two sons, Charles, 29, and Nicolas, 28, who also live in the area.

Years on Board:
Education:  Kathie received her B.S. degree at the University of California at Davis in Environmental Planning and Management, is a Registered Landscape Architect, and has more than 20 years of regional park planning and watershed management experience. 
Expertise/Experience:  Kathie is the Watershed and Natural Resources Coordinator at the Guadalupe-Nipomo Dunes Center where she is the Chairman of the Guadalupe-Nipomo Dunes Collaborative. 
Prior to employment at the Dunes Center, Kathie worked at the Land Conservancy of San Luis Obispo County where she was the Co-Chair of the Dunes Collaborative and Chairman of the Dunes Restoration Task Force. 
She worked on the Newport Bay Watershed Management Plan, the Helena Modjeska Historic House and Gardens, and she sat on the Lower Los Angeles and San Gabriel Rivers and Mountains Conservancy Board. She helped spearhead the Southern California Wetlands Recovery Project and was publicly elected to two terms, including one as President, on the Board of Directors of her local Sewer Agency. 
Kathie is currently the Vice-President of the Board of Directors for the Coastal San Luis Resource Conservation District and an alternate to the County Board of Supervisors Water Advisory Board.
In her free time, Kathie and her husband of 20 years, Paul, rescue retired racing Greyhound dogs.

Presently Owner and Vintner of Wolff Vineyards, a 125 acre ecologically friendly property and winery.  Involved in various 
University and Government Agencies research projects for sustainable and biologically integrated farming systems. 
Participates in various natural resource and conservation projects.
Recipient of the Central Coast Vintner of the Year Award in 2003.  Currently Member of the Board for the Central Coast 
Wine Growers Association, Represents the wine growers at the San Luis Obispo County Agriculture Task Force, instructor 
for Cal Poly Continuing Education Wine Certificate Program, frequent lecturer on sustainable wine growing subjects.

Education: Ms. Lenhardt has a bachelor of science degree from Humboldt State University in Environmental Resources Engineering. 
Expertise/Experience: Ms. Lenhardt provides civil engineering and contract management skills to the board. She is a licensed civil engineer and LEED Accredited Professional.  While not volunteering for the board, Ms. Lenhardt works as a consulting engineer at Wallace Group where she specializes in all things drainage and erosion control.

Education:   Graduated San Bernardino Valley College, attended San Bernardino State University and was a substitute teacher for five years.  20 years of education on a "one to one" basis from Clark Moore, SCS District Conservationist.
Expertise/Experience:  As a Director Ella worked with farmers and citizens in developing programs to protect Arroyo Grande Creek, Pismo Lake Ecological Reserve and the Prime Alluvial Farmland for growing food in California. As CO-chairperson of the California Association of Resource Conservation Districts, Urban Impact and Land Use Committee, she was instrumental in getting a Select Committee appointed in 1980 to develop a Resource Conservation Policy for California.  Ella was named to the Select Committee and a State Soils Plan was adopted in 1986.  In 1987 she had the honor of going to Washington, DC to accept an award from the American Farmland Trust.  In her conservation efforts, Ella works with farmers, citizens and government officials.

Interests/Experience: Her background includes 25 years of administration, sales, marketing, publicity and management experience in the financial field. Vivian also owned and operated a full service temporary and permanent placement agency in the Los Angeles area for 16 years. The primary focus of her agency was government contracts with clients that included the City of Los Angeles, the Gas Company, the Los Angeles Fire Department, Cal State University Northridge and Dominguez Hills and the Housing Authority of the City of Los Angeles to name a few.
Since moving to the Central Coast, Vivian has been active in the community. She is a Board Member and the Publicity Director of the South County Historical Society, the Publicity Director and Board Member of the Village Improvement Association and the Arroyo Grande Valley Harvest Festival. 
Some of you may already know Vivian through her work and involvement with these and other organizations.
Vivian is currently administering the Envirothon program for the Coastal San Luis RCD.

Education:   Brent G. Hallock earned his Ph.D. in Soil Science and Masters in Range Management from U.C. Davis.
Expertise/Experience:  He is a Certified Professional Soil Scientist and Erosion and Sediment Control Specialist.  His present position is a Professor of Soil Science at Cal Poly, San Luis Obispo, teaching in the areas of Soil Geomorphology, Soil and Water Conservation, Urban Sediment and Erosion Control, and Rangeland Management.  Dr. Hallock’s research totals over $500,000 in past 5 years in areas that include: effective erosion and sediment control measures in riparian zones; nutrient management in urban, agricultural, and rangeland watersheds; geo-archaeology; dune stabilization; and local BMP’s to improve water quality. 
He has presented over 20 short courses and workshops on water quality, erosion and sediment control, non-point source pollution, and BMP implementation for various user groups and professional organizations.  Brent was recently elected President of the Professional Soil Science Association of California.
Brent is married to Cathy, a UCD graduate in Spanish, who is a school counselor, and has two children, Chaudra and Hali, who are super-seniors at UCD.  Brent is an avid horse rider and chocolate lover.

Education:  Bachelors of Science Degree in Biology-Honors (Marine Biology) and a Master of Sciences Degree in Biology (Ecology) at Cal Poly-SLO. Post Graduate course work in Molecular Biology at the University of California-Davis.

Expertise/Experience:  Deborah has a diverse background in environmental management, regulation, and education. She has served as an Agricultural Inspector at the County Agricultural Commissioners Office. Her duties included fieldwork in all program areas. As Coordinator of the Pesticide Use Enforcement Program, she has experience as a mediator between government agencies, the agricultural community, environmental groups, and the public. In this position she was an advocate for regulatory reform and an enforcer of federal, state, and county regulations. She was the principal researcher and author of the county phenoxy-herbicide study. The study significantly improved California herbicide regulations, by increasing the availability of state-of-the-art weed control technology. She has acted as a liaison between growers and government agencies including the EPA, USDA, CDFA, USFWS, and CDF&G. Deborah has also worked as an Air Pollution Control Specialist –Technical Services, for the County Air Pollution Control District. In this position she was responsible for data quality assurance, air quality statistics, and the maintenance of air pollution monitoring stations. Deborah has extensive field and classroom teaching. She has taught at all levels of the educational spectrum, including the college, high school, middle school, and elementary school levels.  The courses she has taught include Ecology, Field Biology, Marine Biology, Botany, Molecular and Cell Biology, Physiology, Anatomy, Zoology, Natural History, Human Biology, and General Biology.  Deborah’s areas of interest include stream ecology, fisheries biology, and oak woodlands ecology. 
This broad background in environmental management, agriculture, and biology brings a long-term perspective to the complex issues of sustainable watershed management and ecosystem enhancement.

South County Watershed Coordinator, Coastal San Luis Resource Conservation District. 
Education:  M.S. in Soil Science from UC Davis (1996), B.S. in Soil Resource Management with a minor in Forestry from UC Berkeley (1993), and B.A. in Comparative Literature from UC Berkeley (1983).  Coursework included watershed management, freshwater ecology, California water policy, riparian ecosystems and restoration, quantitative geomorphology, soil and water conservation, forest ecology, soil physics, soil chemistry, wetland ecology, plant physiology and biogeochemistry. 
Expertise/Experience:   Prior to joining the CSLRCD, Julie worked in environmental consulting for seven years, including three years at Camp Roberts Army National Guard Installation near Paso Robles, where she developed and implemented a monitoring and protection program for hundreds of vernal pools on the installation, coordinating with the military to help facilitate training activities while meeting environmental protection requirements.  Julie has conducted wetland delineations and botanical surveys for private firms and government agencies, and served as agricultural inspector/biologist for the SLO County Agriculture Department.  For the U.S. Forest Service, she performed watershed reconnaissance of areas harvested for timber, identifying those needing soil and stream restoration work, and also served as soil scientist on a team studying stands of giant sequoia in the Sierra Nevada.  Her master’s thesis modeled correlations between rainfall patterns and soil profile characteristics in the Dunnigan Hills near Sacramento. 
 
 
Clark Moore, Consultant- 1917-2003 Clark Moore's Memorial Article
 
 
Clark Moore was assigned by Soil Conservation Service (SCS) to help Arroyo Grande farmers in their efforts to get Federal funds for flood control work in the Arroyo Grande Valley.  He arrived in Arroyo Grande in 1954 as the District Conservationist.  Moore was a graduate of the University of Nebraska.  Counting his 16 years of service with the SCS and his Army Corps of Engineering work during World War II and the Korean War, Clark was well qualified to be the designated consultant for the proposed PL 566 Project.

Clark was responsible for the educational efforts and guidance, which inspired the Arroyo Grande farmers to organize the Arroyo Grande Soil Conservation District.  The Arroyo Grande flood control project was the first PL 566 Project West of the Mississippi.

The 161 square miles of watershed work done in the Arroyo Grande Valley was completed in 1961.  Clark Moore was successful in working with farmers and residents to stop the periodic flooding of the prime farmland and communities in the Arroyo Grande valley.
